UPDATE 12:44 a.m. Sunday: The Republican-run House has voted to delay President Barack Obama’s health care law. The House also lifted a tax on medical devices as another condition for averting a federal government shutdown, CNN reports.

Since the White House has promised the overall legislation will be vetoed, that means the two sides are edging closer to a shutdown of many federal services Tuesday morning, with no obvious solution in sight.

The House sent the legislation to the Democratic-run Senate early Sunday by 231-192.

The bill would delay much of the 2010 health care overhaul for a year. It would also repeal a tax on medical devices that helps finance the health care law.

The shutdown bill may never reach Obama because the Senate’s majority leader, Nevada Democrat Harry Reid, says his chamber will reject the measure first.

The House Saturday night began debating Republican-backed amendments to delay ObamaCare for a year and repeal a tax on medical devices, continuing a standoff that threatens to force a government shutdown, CNN reports.

Locked in a deepening struggle with President Barack Obama, the Republican-controlled House pushed legislation toward passage Saturday night requiring a one-year delay in parts of the nation’s new health care law and repeal of a tax on medical devices as the price for avoiding a partial government shutdown in a few days’ time.

Senate Democrats pledged to reject the measure even before the House began debating it, and the White House issued a statement vowing a veto in any event. Republicans are pursuing “a narrow ideological agenda” that threatens the nation’s economy, it said.

Undeterred, House Republicans pressed ahead with their latest attempt to squeeze a concession from the White House in exchange for letting the government open for business normally on Tuesday.

“I think we have a winning program here,” said Rep. Hal Rogers, R-Ky., chairman of the House Appropriations Committee, after days of discord that pitted Speaker John Boehner, R-Ohio, and his leadership against tea party-backed conservatives.

Another Republican, Rep. Darrell Issa of California, reacted angrily when asked whether he would eventually support a standalone spending bill if needed to prevent a shutdown. “How dare you presume a failure? How dare you? How dare you?” he said.

Apart from its impact on the health care law, the legislation that House Republicans decided to back would assure routine funding for government agencies through Dec. 15. A companion measure headed for approval assures U.S. troops are paid in the event of a shutdown.

The government spending measure marked something of a reduction in demands by House Republicans, who passed legislation several days ago that would permanently strip the health care law of money while providing funding for the government.

It also contained significant concessions from a party that long has criticized the health care law for imposing numerous government mandates on industry, in some cases far exceeding what Republicans have been willing to support in the past.

GOP aides said that under the legislation headed toward a vote, portions of the health law that already have gone into effect would remain unchanged. That includes requirements for insurance companies to guarantee coverage for pre-existing conditions and to require children to be covered on their parents’ plans until age 26. It would not change a part of the law that reduces costs for seniors with high prescription drug expenses.

Instead, the measure would delay implementation of a requirement for all individuals to purchase coverage or face a penalty, and of a separate feature of the law that will create marketplaces where individuals can shop for coverage from private insurers.

By repealing the medical device tax, the GOP measure also would raise deficits — an irony for a party that won the House majority in 2010 by pledging to get the nation’s finances under control.

The Senate rejected the most recent House-passed anti-shutdown bill on a party-line vote of 54-44 Friday, insisting on a straightforward continuation in government funding without health care-related add-ons.

That left the next step up to the House — with time to avert a partial shutdown growing ever shorter.

For a moment at least, the revised House proposal papered over a simmering dispute between the leadership and tea party conservatives who have been more militant about abolishing the health law that all Republicans oppose.

It was unclear whether members of the rank and file had consulted with Texas Sen. Ted Cruz, who has become the face of the “Defund ObamaCare” campaign that tea party organizations are promoting and using as a fundraising tool.

In debate on the House floor, Republicans adamantly rejected charges that they seek a government shutdown, and said their goal is to spare the nation from the effects of a law they said would cost jobs and reduce the quality of care. The law is an “attack and an assault on the free enterprise and the free economy,” said Rep. Pete Sessions of Texas.

Democrats disagreed vociferously. “House Republicans are shutting down the government. They’re doing it intentionally. They’re doing it on purpose,” said Rep. Donna Edwards of Maryland, as Republican lawmakers booed from their seats on the floor.

In the Senate, there was little doubt that Reid had the votes to block a one-year delay in the health care program widely known as “ObamaCare.” He said the same was true for the repeal of the medical device tax, even though 33 Democrats joined all Senate Republicans in supporting repeal on a nonbinding vote earlier in the year.

The 2.3 percent tax, which took effect in January, is imposed on items such as pacemakers and CT scan machines; eyeglasses, contact lenses, hearing aids and other items are exempt. Repealing it would cost the government an estimated $29 billion over the coming decade.

If lawmakers miss the approaching deadline, a wide range of federal programs would be affected, from the national parks to the Pentagon.

Some critical services such patrolling the borders, inspecting meat and controlling air traffic would continue. Social Security benefits would be sent and the Medicare and Medicaid health care programs for the elderly and poor would continue to pay doctors and hospitals.

The new health insurance exchanges would open Tuesday, a development that’s lent urgency to the drive to use a normally routine stopgap spending bill to gut implementation of the law.

Vatican Court: No Communion For Nancy Pelosi

JoshuaPundit: The Supreme Tribunal of the Apostolic Signatura in Rome, the highest court at the Vatican has ruled that House minority leader Rep.Nancy Pelosi should not receive communion as a Catholic until she changes her advocacy of abortion on demand.

Cardinal Raymond Leo Burke, the prefect of the Supreme Tribunal said that Pelosi should be denied communion because she is not in a state of grace.

The Cardinal cites Canon law 915 which states that Catholics who are continue to openly continue “in manifest grave sin are not to be admitted to Holy Communion.”

Cardinal Burke said Mrs. Pelosi fits the definition.

“Certainly this is a case when Canon 915 must be applied,” he said, the Western Center for Journalism reported. “This is a person who obstinately, after repeated admonitions, persists in a grave sin — cooperating with the crime of procured abortion — and still professes to be a devout Catholic.”

“This is a prime example of what Blessed John Paul II referred to as the situation of Catholics who have divorced their faith from their public life and therefore are not serving their brothers and sisters in the way that they must — in safeguarding and promoting the life of the innocent and defenseless unborn, in safeguarding and promoting the integrity of marriage and the family,” he said.

In other words, Cardinal Burke is calling Rep. Nancy Pelosi a class A hypocrite.

I am not a Catholic, but I can't help but reflect on the justice of this. Not only is Nancy Pelosi an outspoken advocate of abortion on demand, but she also is a strong proponent of taking away the religious freedom of Catholics and Catholic institutions who do follow Church law in this matter by forcing them to subsidize abortions and abortificants under the diktats of ObamaCare. So not only is she involved in what the Catholic Church considers sin itself, but in attempting to force others into sin.

I'm not sure Rep. Pelosi even goes to confession and receives communion, but she has repeatedly referred to herself as a 'devout Catholic'. She's gotten away with that lie for years, unchallenged. This should destroy that, and I would hope that if it continues to persist,the Church would proceed to excommunication.

Delaying the Affordable Care Act for a year would be a "victory" for Congress and the nation, Kentucky Republican Sen. Rand Paul said Thursday.

Paul told "The Steve Malzberg Show" lawmakers have to "do anything we can to stop the monster."

"I’d just as soon get rid of the whole thing but if we can't get rid of the whole thing (at least not now), we ought to do everything we can to make it less bad," he said. ". . . If we can slow down or derail ObamaCare for a year, that would be a victory."

Rand chided President Barack Obama "with his kingly powers" for amending the new healthcare law "after the fact," including subsidies for congressional staffers.

"He isn't asking us about any of these things," Rand said. "This is legislation that he's amending after the fact. It's blatantly unconstitutional, it's illegal, but he just goes right on doing it."

And he praised Republican Texas Sen. Ted Cruz for his historic 21-hour speech on the Senate floor, saying "it was a great feat of stamina" that "brought a lot of attention to an important problem."

Even some Democrats see "real problems" with the new law, he said.

"The Teamsters Union came out and said, 'look, we're not happy to pay a tax on our good healthcare benefits we have now,'" he noted. "Ex-President Bill Clinton [is] also saying, 'you know what, a lot of people are going to be required to buy this insurance but aren't going to be able to afford it because we're driving the prices up.'" (But as usual, Ex-President Bill Clinton is talking out of both sides of his mouth.  He was also simultaneously attacking Fox News for presenting all sides of the argument as promoting division, rather than educating the voters and presenting a fair and balanced presentation of the facts.)

Rand said whether the Senate passes a continuing resolution with "some modification to ObamaCare" or passes a CR "in the short term and it does nothing . . . I can't, in good conscience, vote to fund ObamaCare."

More and more Americans are waking up to the nightmare of ObamaCare as its rollout continues.

Hardworking families are losing their employer-provided health care coverage. Businesses are cutting back their employees’ hours to skirt ObamaCare's mandates. Americans barely scrapping by are discovering that ObamaCare has made health care completely unaffordable. Those who aren’t part of a protected special interest group have been left in the cold.

When you’re living on a fixed income, having to pay hundreds of dollars more each month for health care will cut into your ability to pay for basic necessities like food, electricity, or gas (which has increased 90% under Obama). Open your eyes, America. When the full reality of ObamaCare strikes home, we’ll thank God that principled leaders like Ted Cruz and Mike Lee took a stand to stop it in its tracks.

But the permanent political class is handwringing and howling that if there’s a government shutdown the media will blame Republicans for it. Here’s a little newsflash, GOP establishment: Whenever anything bad happens, the media blames Republicans for it. That’s not an excuse to roll over and play dead. It’s a call to follow the advice I give my daughters: Woman up, stand your ground, and fight like a girl!

While Democratic Senate Minority Leader and major weasel, Harry Reid, is calling the Tea Party anarchists and telling the Republicans to sit down, shut up and take ObamaCare like good little Marxists, Ted Cruz and Mike Lee are moving forward fighting all the way and threatening a filibuster:

“The Affordable Care Act has been the law of the land for three years,” Reid said. “Democrats stand ready to work with reasonable people who want to improve it, but Republican attempts to take an entire law hostage simply to appease the Tea Party anarchists are outrageous, irresponsible and futile.”

Wait… did he just say resistance is futile? So the Dems are admitting they’re the Borg? Reid can go back to whatever alien planet or hole he calls home and stuff it.

He’s not alone though - witness the Progressive Republicans on the right who are attacking Cruz at every opportunity:

Fox News host Chris Wallace said on Sunday that top Republicans had sent him opposition research throughout the week on Republican Texas Senator Ted Cruz.

Many top Republicans are upset that Cruz is threatening to filibuster if Senate Majority Leader Harry Reid reinserts funding for ObamaCare, after the House stripped the money from a recently passed continuing resolution bill, Wallace said.

“This has been one of the strangest weeks I’ve ever had in Washington,” Wallace said. “As soon as we listed Ted Cruz as our featured guest this week, I got unsolicited research and questions, not from Democrats but from top Republicans, to hammer Cruz.”

Pet Alzheimer's Disease - Is Your Dog or Cat Showing Signs?

Studies show 40 percent of dogs at 15 have at least one symptom, as do 68 percent of geriatric dogs. About half of all cats 15 or older also show signs of cognitive decline.
  • Veterinary behaviorists are speaking out about the need for vets to monitor behavior in older pets just as they do other body systems. The earlier a cognitive problem is recognized, the earlier intervention can begin, giving pets more quality time with their families.

Unfortunately, just like people, dogs and cats also develop degenerative brain diseases known as canine or feline cognitive dysfunction syndrome. But unlike humans, often the signs a pet is in mental decline go unnoticed until the condition is so advanced there’s little that can be done to turn things around or at least slow the progression of the disease.

Often, even an animal’s veterinarian is unaware there’s a problem because he or she doesn’t see the pet that often and always in a clinical setting vs. at home. In addition, according to Dr. Jeff Nichol, a veterinary behavior specialist in Albuquerque, NM, many DVMs aren’t aware of just how common cognitive dysfunction syndrome is. Vets assume pet parents will tell them when an older dog or cat is experiencing behavior changes, while owners assume the changes are just a natural part of aging.

In a large Australian study published in 2011 on canine cognitive dysfunction (CCD),1 scientists at the University of Sydney reported that about 14 percent of dogs develop CCD, but less than 2 percent are diagnosed. In addition, the risk of CCD increases with age -- over 40 percent of dogs at 15 will have at least one symptom. Researchers also estimate the prevalence of cognitive dysfunction in geriatric dogs at 68 percent.

In a study also published in 2011 on cognitive decline in cats,2 a researcher at the University of Edinburgh, Hospital for Small Animals estimated that a third of all cats between 11 and 14 years of age have age-related cognitive decline. That number increases to 50 percent for cats 15 years and older.

Are You Discussing Your Pet’s Behavior Changes with Your Vet?

Veterinary behaviorists are beginning to speak out about the need for vets to monitor behavior in older pets just as they do other body systems. According to Dr. Marsha Reich, a diplomate of the American College of Veterinary Behavior:

“Just because he’s getting old doesn’t mean that we just stand on the sidelines and let him get old. There are things we can do to intervene and improve the dog’s ability to function and improve its quality of life.”

Dr. Gary Landsberg, a veterinary behaviorist in Ontario, Canada, agrees. "This is critical. Early recognition allows for early intervention,” he says.

One of the challenges for vets is that older pets often have multiple health conditions that must be managed, and behavior issues – when addressed at all -- often take a back seat. This is especially true for DVMs who expect pet parents to make a separate appointment to discuss behavior changes they’ve noticed in their dog or cat. Typically by the time that happens, if it happens at all, it’s too late.

Animal behavior experts would like to see vet clinic staff give owners a behavioral questionnaire to complete before the dog or cat is taken to the examination room. (Questionnaires could even be emailed to pet owners a day or two before a scheduled appointment.) The vet can then quickly scan the questionnaire to see if there’s a need to discuss changes in an animal’s behavior with the owner.

The questionnaires, if done routinely, also provide a history both the vet and pet owner can refer to as the dog or cat ages.

At my practice, we have clients complete a “Catching Up” form every 6 months at their wellness exam, which covers any new behaviors that may have developed over the past months since their pet’s last exam.

Your Pet’s Mental Decline Has a Physical Cause

Cognitive dysfunction presents as a psychological problem, but the root cause is actually physical and is the result of age-related changes within the brain.

Dogs’ and cats’ brains age in a similar fashion and undergo oxidative damage, neuronal loss, atrophy and the development of beta-amyloid plaques. These ß-amyloid plaques are also seen in human Alzheimer’s sufferers.

According to Dr. Nicholas Dodman, professor and program director of animal behavior at Cummings School of Veterinary Medicine at Tufts University, “normal aging” does exist. Some features of cognitive function do decrease with age, but cognitive dysfunction of the type seen in Alzheimer’s disease is not normal.

While canine dementia isn’t exactly the same disease as Alzheimer’s in people, the development of ß-amyloid plaques in pets results in confusion, memory loss, and other symptoms related to mental function. And the condition can come on and progress very rapidly.

Diagnosis of cognitive dysfunction in a pet is a diagnosis of exclusion. There are many conditions older animals acquire that mimic the signs of cognitive decline, so it’s important to rule out all other physical reasons for a change in behavior. For example, a small seizure can cause a pet to stand still and stare. If your pet seems detached, he could be in pain. Inappropriate elimination can be due to kidney disease. These disorders and many others can result in a change in behavior unrelated to cognitive decline. That’s why it’s so important to rule out all possible alternative reasons, especially in aging pets.

It’s also important for your vet to review any medications your dog or cat is taking. Older animals metabolize drugs differently than younger pets, and if a dog or cat has been on a certain medication for years, it’s possible it is having a different effect as he gets older.

And keep in mind your aging kitty may need a more accessible litter box, and an older dog may need more trips outside to relieve herself.

How to Help Your Aging Pet Stay Mentally Sharp

Fortunately, there are many things you can do to help your aging pet maintain good mental function for as long as possible, and delay the onset and progression of cognitive decline.

  • The foundation for good health and vitality for pets of any age is a nutritionally balanced, species-appropriate diet. Your pet’s diet should include omega-3 essential fats, such as krill oil, which are critical for cognitive health. Your pet’s body needs an ideal energy source to promote the processes of metabolism, growth and healing. That perfect fuel -- especially for aging pets -- is a healthy variety of fresh, living food suitable for your carnivorous cat or dog.
  • Keep your pet’s body and mind active with regular exercise appropriate for your pet’s age and physical condition, and mental stimulation (puzzles and treat-release toys can be beneficial). Make sure your dog has opportunities to socialize with other pets and people. Think of creative ways to enrich your cat's indoor environment.
  • Provide your pet with a SAMe (S-adenosylmethionine) supplement as a safe and effective way to stall or improve mental decline. Consult your pet's veterinarian for the right dose size for your dog or cat. There are also commercial cognitive support products available.
  • Medium-chain triglycerides (MCTs) have been shown to improve brain energy metabolism and decrease the amyloid protein buildup that results in brain lesions in older pets. Coconut oil is a rich source of MCTs. I recommend 1/4 teaspoon for every 10 pounds of body weight twice daily for basic MCT support.
  • Other supplements to consider are resveratrol (Japanese knotweed), which protects against free radical damage and beta-amyloid deposits, ginkgo biloba, gotu kola and phosphatidylserine – a nutritional supplement that can inhibit age-related cognitive deficits. Consult a holistic veterinarian for dosing guidance.
  • Cats are often nocturnal throughout their lives, but older dogs can develop problems sleeping at night. They tend to sleep all day and stay awake all night, pacing, making noise, and feeling anxious and uncomfortable. Behaviorists recommend melatonin, which is not only a sedative with a calming effect, but also an antioxidant. I also use Rhodiola, chamomile and l-theanine in both cats and dogs with excellent results.
  • Keep your pet at a healthy size – overweight dogs and cats are at significant increased risk for disease as they age.
  • Maintain your pet's dental health.
  • I recommend twice-yearly vet visits for pets no matter the age, but this becomes even more important for animals getting up in years. When your pet begins to respond to therapy designed to improve cognitive function, in the case of a dog, you can begin re-training him using the same techniques you used when he was a puppy – positive reinforcement behavior training involving lots of treats and praise.

Of course, none of these recommendations will be terribly helpful for a pet in the advanced stages of cognitive decline, which is why it’s so important to diagnose and begin treating the problem as early as possible.

Cognitive dysfunction is a progressive disease that can’t be cured, but early diagnosis and intervention can slow mental decline and offer your aging pet good quality of life.

*The House of Representatives finally listened to the people and passed their stopgap funding bill (today) Friday to keep government open while terminating the new healthcare law, setting up a final showdown next week with Senate Democrats and President Obama who have firmly rejected that.

The 230-189 vote, which split almost exclusively along party lines, is the precursor to the big action next week, when the Senate is expected to strip out the health care provisions and send the bill back to the House — where Republicans will have to decide whether they can accept it at that point.

All sides are racing a Sept. 30 deadline, which is when current government funding runs out. The new measure would fund the government through Dec. 15, essentially at last year’s levels, and would leave the budget sequesters in place.

The goal is and always has been to force businesses to dump their employees into the ObamaCare Exchanges; ultimately creating a single payer system… Socialized Medicine! But not for the elite… Congress, Judges, the Executive Branch Employees, federal employees as a whole, friends of the elite and the Progressive system and the rich will have great healthcare, as good or better than they have or had before, but the average American They will be forced into socialized medicine run by government officials where they, and not the doctors  and health professionals, make decisions on treatments and treatment qualification… while 30-Million of the poor will still not have healthcare. The unions finally figured that out and began speaking up… But last week their leaders left the White House smiling after a private meeting; any guesses as to why?

ObamaCare will guarantee that there will be two classes… and ObamaCare has been written so that the government will be involved in every aspect of American life!  This opportunity, that the House Republicans fought for, might be the last chance for Americans to stand-up and fight against this.

Just this week, both Home Depot and the Cleveland Clinic, that Obama has used as an example for his side, have announced that they will be dumping employees, either into the exchanges or laying people off, to prepare for the implementation of ObamaCare.  So you be the judge~

And the Republicans… they do want to negotiate!!!!

52%+ of Americans polled want ObamaCare Defunded completely. 72% are not happy with ObamaCare (and the number is growing) and they want changes if the program remains law. 30-Million Americans will still be without healthcare after this expensive disaster goes into affect.
